趙式隆先生是現任臺北市政府資訊局局長。作為一位資料科學家與行動主義者，趙先生致力於以開放原始碼的精神，打造臺北成為數位世界中的自由、平等與博愛之城。
在就任目前職務之前，趙先生是一位公認的連續創業家與創新者，擁有近二十年的產業經驗。在他創辦的公司中，最知名的兩家分別是學悅科技 (Zuvio) 和洽吧智能 (BravoAI)。學悅科技是一家成立於 2013 年，專注於教育科技的平台公司；洽吧智能則是一家成立於 2017 年，使用人工智慧實現保險自動化的金融科技公司。2023 年，學悅科技被成功收購；與此同時，洽吧智能則繼續由創始團隊經營，至今仍是臺灣保險科技產業的龍頭。
在學術領域方面，趙先生的研究興趣包括無線行動網路、現代人工智慧和數位治理。趙先生於 2008 年共同創辦了國立臺灣大學創意創業學程，成為臺灣創業教育的先驅之一。隨後，他先後任教於國立臺灣大學電機工程學系和國立陽明交通大學經營管理研究所。目前，趙先生仍於國立臺灣大學創意創業學程兼任助理教授一職。
趙式隆先生擁有國立臺灣大學電機工程學學士與碩士學位。
Jack Shih-Lung Chao is the Commissioner of the Department of Information Technology at Taipei City Government. As a data scientist and activist, he is dedicated to building Taipei into a city of liberty, equality and fraternity in the digital world with the spirit of open source.
Prior to assuming his current post, Jack was a recognized serial entrepreneur and innovator with nearly two decades of industry experience. Among the companies he founded, the two most well-known are Zuvio, a platform company focused on educational technology that was founded in 2013, and BravoAI, a financial technology company that uses artificial intelligence to achieve insurance automation and was founded in 2017. In 2023, Zuvio was successfully acquired. Meanwhile, BravoAI continues to be operated by the founding team and remains a leading force in Taiwan’s insurance technology industry to this day.
In the academic field, Jack’s research interests include wireless and mobile networking, modern artificial intelligence, and digital governance. Jack co-founded the Creativity and Entrepreneurship Program at National Taiwan University in 2008, establishing himself as one of the pioneers of entrepreneurship education in Taiwan. Following that, he has taught in the Department of Electrical Engineering at National Taiwan University, as well as the Institute of Business and Management at National Yang Ming Chiao Tung University. Currently, he holds a position as an adjunct assistant professor in the Creativity and Entrepreneurship Program at National Taiwan University.
Jack received his B.S. and M.S. degrees in electrical engineering from National Taiwan University.

【演講大綱 Speech Abstract】
臺北市政府 (以下簡稱北市府) 致力於將臺北打造成為「安全」、「運動」與「未來」之都，使市民在臺北安居樂業。為落實「未來之都」城市願景，北市府推動「創業家友善城市」、「人工智慧驅動的智慧城市」作為引領臺北成為希望首都的雙引擎。日前，極具指標性的瑞士洛桑管理學院公佈2024全球智慧城市指數調查報告：在全球142個城市中，臺北躍居全球第16、亞洲第5。值得注意的是，相較於2023年，臺北排名大幅攀升13個名次，展現北市府在推動智慧城市發展方面，獲得國際肯定。
在此次演講中，北市府資訊局將分享「人工智慧三箭」之核心理念與政策落實初步，期許新科技能真正加速驅動城市走向進步價值。
The Taipei City Government (hereinafter referred to as TCG) is committed to building Taipei into the capital of “safety”, “sports” and “future”, enabling citizens to live and work happily in Taipei. To realize the urban vision of “Capital of Future”, TCG is promoting the “Founder-Friendly City” and “AI-Driven Smart City” as the twin engines to lead Taipei to become the Capital of Hope. Recently, the highly respected IMD World Competitiveness Center in Lausanne, Switzerland, released its 2024 Smart City Index report: among 142 cities worldwide, Taipei ranked 16th globally and 5th in Asia. It is worth noting that compared to 2023, Taipei’s ranking has significantly jumped 13 places, demonstrating international recognition for TCG’s efforts in promoting the development of a smart city.
In this speech, the Department of Information Technology, TCG will share the core concepts and initial implementation of the “Three Arrows of AI” policy, hoping that new technologies can truly accelerate the city’s progress towards progressive values.
