【簡歷 Bio】

專業於行動通訊產業與智慧城市等領域研究，範疇涵蓋智慧型手機、智慧零售應用領域產業概況、智慧城市推動政策、企業發展策略與應用趨勢等。目前參與數位部產業署「普及智慧城鄉生活應用發展計畫」等政府專案。曾參與國發會「亞洲‧矽谷-5G智慧城鄉產業應用計畫」、國家通訊傳播委員會「提升偏鄉無線寬頻網路建設之頻譜政策」等專案。曾服務於國內知名資訊系統公司，負責企業資源規劃系統導入與流程規劃。曾任教於中國科技大學企業管理學系講授「管理學」與「會計學」等課程。APIAA產業分析師認證。國立台灣大學商學研究所博士，主修行銷管理與消費者行為。資策會MIC產業顧問學院《產業分析學程》專任講師。
Rachel Liao specializes in research on mobile communication industry and smart cities, covering areas such as smartphones, smart retail applications, smart city policies, and enterprise development strategies and application trends. She has actively participated or has previously participated in several government-commissioned projects such as the Smart City Taiwan program of the Administration for Digital Industries of the Ministry of Digital Affairs. She also previously participated in projects such as the “Asia Silicon Valley – 5G Smart Urban-Rural Industry Application Program” by the National Development Council and the “Spectrum Policy for Enhancing Wireless Broadband Network Construction in Rural Areas” by the National Communications Commission. Prior to joining MIC, Rachel served in a well-known information systems company, responsible for enterprise resource planning system implementation and process planning. She also taught courses on “Management” and “Accounting” at the Department of Business Administration, National University of Science and Technology. Rachel holds a Ph.D. in in Marketing Management and Consumer Behavior from National Taiwan University. Being the lecturer for the Industry Analysis Program at the Institute for Industry Consulting Academy of MIC currently.

當今世界正處於快速變革之中，城市面臨著前所未有的挑戰和機遇。科技和創新是推動全球城市轉型的主要驅動力。此場演講將說明來自歐洲、美國和亞洲等各國的智慧城市服務案例，以及它們如何運用AI、IoT、5G和數位雙生、大數據分析等科技，來提高城市的韌性、恢復力，並且強化城市決策應變能力、優化城市運作，打造更具溫度、友善的生活環境，實現永續、韌性的未來城市願景。
The world today is in the midst of rapid change, and cities are facing unprecedented challenges and opportunities. Technology and innovation are the primary drivers behind the transformation of cities worldwide. This presentation will show some smart city service cases from various countries, including Europe, the United States, and Asia, and how they leverage technologies such as AI, IoT, 5G, digital twins, and big data analytics to enhance urban resilience and recovery. It will also discuss how these technologies strengthen cities’ adaptive decision-making capabilities, optimize urban operations, create more welcoming and friendly living environments, and realize sustainable and resilient visions for the cities of the future.
